Gill Westhorp has worked in the community services and health industries for over 25 years, in service delivery, policy, training, management and consultancy roles, in both Government and non-Government sectors. She has worked in community health; community development; education, employment and training; and crime prevention.
As well as managing service delivery programs for young people, her employment roles have included Executive Officer of the Youth Affairs Council of South Australia; Training Development Executive of the Youth Sector Training Council of South Australia; Director of Yarrow Place Rape and Sexual Assault Service and Manager of Early Intervention in the Crime Prevention Unit of the South Australian Attorney-General’s Department.
Gill was actively involved in development of infrastructure for the youth sector and the community services industry in South Australia, and served as a Board member for a number of State-wide and national programs and organisations. She also lectured in youth work in TAFE on a part-time basis and has worked as both a policy officer and a research officer. In recent years, she has had some focus on early years programs.
As a consultant, she has:
- undertaken a variety of evaluation projects, primarily in education and community health (eg Community Foodies SA, Restorative Practice in Schools, Maths for Learning Inclusion, The Human Race, Pathways for Families) and acted as a facilitator for action research in education;
- provided evaluation design advice for a number of programs (eg Child and Family Integration Service, Anglicare’s 426 Program);
- undertaken a number of program and organisational reviews (eg HIV/AIDS Strategy for South Australia; the ACT HIV/AIDS Strategy and Funding Program, the SA Female Genital Mutilation Program, FMC Occupational Therapy Department, Southern Women’s Health Service);
- supported the development and evaluation of drug and alcohol and crime prevention programs (eg North On Target, Southern Councils Graffiti Prevention Programs);
- written and edited curriculum packages, training manuals and literature reviews (eg early years programs, drug and alcohol services for young people, service integration models);
- provided professional development and training programs related to evaluation methodology, realist evaluation, group work, facilitation skills, and related areas;
- facilitated for a wide range of organisations, from service delivery through to peak body levels.
Gill undertook her PhD in Social Research Methods at Nottingham Trent University, UK, developing realist evaluation methods for small-scale community based settings. Professor Nick Tilley, co-author of Realistic Evaluation, was her Director of Studies.
Gill is currently co-organiser of the SA Branch of the Australasian Evaluation Society and the SA representative on the national AES Board.
